Organisational Context
Operational Design, Control & Resilience (ODCR) has the aim to deliver on ING’s vision of Staying Safe & Secure by engaging and enabling ING (business) leaders to be in control of their (local) processes and activities. Within ODCR, the Centre of Excellence (CoE) Sourcing and Shared Services (CoE S&SS) has a global responsibility to ensure ING is in Control of all its sourced activities (both third party (TP) and Intragroup). Our value proposition is that we design ING’s sourcing approach and define standards for the lifecycle of sourcing, ensure an efficient global implementation supported by efficient tooling and by monitoring provide oversight and reporting on compliance and regulations.
CoE Sourcing & Shared services is looking for experienced Sourcing Portfolio change managers who enable CoE S&SS in designing and implementing compliant Sourcing process and tooling that enables all stakeholders in their sourcing journey to be and remain in control while moving their work into ING HUBs or specialized ‘in-Country Hubs’.
Role Context
Sourcing is a highly regulated environment and this leads to frequent changes of policies and regulations which have effect on our (global) way of working, tooling and reporting. You will guide such changes to the CoE S&SS management, support function leads and all sourcing stakeholders across ING.
As a Sourcing Portfolio change manager for CoE S&SS you will be responsible to analyse impact of all new and upcoming policy changes and external regulations (e.g. ECB) in relation to sourcing for the bank and design and implement the required changes in our processes and tooling.
For this you will cooperate with various support functions within ING Bank NV, local entities across the (ING) globe and Tooling & Design functions within CoE S&SS to ensure that changes are reflected in new processes and/or tooling, are fit for purpose (efficient to use) for all stakeholders around the globe involved in sourcing and are continuously aligned with INGs Strategy to give our Customers a superior experience.
Together with your stakeholders in the support functions (IRM, ORM, Legal etc) you will ensure that all changes in the sourcing process are in line with internal policies, properly coordinated, communicated and embedded in the organisation. Where necessary you will support the Consultant Transition Manager in training (Global) Service Owners and embedding the change within their Business Lines. With your help our Stakeholders will remain compliant during every Transition of work into the ING Hubs (Operational Processing Centres) and consequential the complete service life cycle.
Roles and Responsibilities
- You will report into the team lead for Transition and Change management within the CoE S&SS
- You pro-actively signal new or changing sourcing requirements either internal or external driven
- You maintain an overview of ongoing and upcoming change initiatives in relation to sourcing
- You continuously align with CoE S&S Business Lines’ Transition Managers, Business Lines’ stakeholders, local ODCR business partners, (local) transition managers, control owners and Framework owner on how to adhere to new or upcoming changes
- You drive the sourcing impacted change across the ING globe and ensure that full compliancy can be achieved across all locations
- You signal both internal and external developments and constraints that may conflict with the ING Sourcing Framework for which you notify the owner of the ING Sourcing Framework within CoE Sourcing & Shared Services
- ING is subject to EBA (European Banking Authority) regulation for sourcing. Sourced services have to be fully compliant from start of delivery. You take care of any required changes potentially impacting our compliance levels and ensure proper implementation with Stakeholders, Support Functions and Sourcing Framework Owner. You monitor the impact of implemented change on compliancy levels and advise upon remediation where required to the Business Lines’ Transition Managers within CoE Sourcing & Shared Services
- As a Portfolio change manager you have high visibility in the organisation. You have to maintain contacts with departments in your business line(s) such as Legal, Compliance, ORM, IT, HR and Finance but also globally with Service owners and service recipients that reside in all countries where ING is active.

Who are we looking for:
- A Candidate with a Master degree with 5-7 years of generic banking experience in the area of sourcing/offshoring and/or procurement /contracting management
- You have good understanding of the regulatory landscape in which a bank is operating
- Experience in leading change
- Good analytical skills with ability to distinguish between main and side issues
- You have strong communication (written and oral) and presentation skills, decisiveness power, have persuasiveness skills, are a good team player and are strong at stakeholder management
- You must be fluent in English. Understanding of Dutch would be a bonus
- You are familiar with global policies and procedures in organisations and the ability to provide guidance in this towards stakeholders
- You have experience in working together with Operations Risk Management, Compliancy functions and all other Support functions and are excited to pursue Compliancy at all times
- Good balance between high level and detailed level views and able to understand dependencies, connections and related processes
- Able to identify, understand and leverage on good practices from ING Group and market
- Your Organisational sensitivity competence is at a good level and you are familiar to work in complex and political organisations as well as with different cultural backgrounds
- You have a pragmatic, thorough and result driven approach.
