Background

The purpose of the COO Tech domain is to: Elevate transparency and control over which IT products and services are delivered and consumed throughout ING in a standardized manner, leading to faster, more cost-efficient, and increased usage of our growing technology platform.

The top structure of COO Tech consists of four subdepartments, with several teams operating under their leadership: 1) CTO Development & Support, 2) Change & Transformation, 3) Product & Service Management and 4) Reporting & Insights (CDO).

You are a member of the COO Tech Leadership Team and report hierarchically into the COO Tech. Functionally you report into the Global Head of Change and Transformation.

Key Responsibilities

The Lead Change & Transformation CTO is responsible for:

  • Steering the central change portfolio in line with the reference model and providing change management capabilities

As the Lead Change & Transformation CTO you are responsible for building team capabilities, fostering growth and development, attracting and retaining top talent, and driving career advancement within the international network. Most importantly, you oversee four key areas:

Change experts

Drive the CTO Change portfolio to deliver on CTOs strategy and ensures – based on the highest priorities – resource allocation across domains.

Management consultants

COO Tech Management Consultants advise senior leadership on complex IT Management challenges, concentrating on formulating strategies and their execution plans, crafting value propositions, outlining target operating models, and more:

  • Advise CTO leadership on high value strategic and tactical decisions
  • Translate strategic goals to operational plans and implementation
  • Provide a pool of fungible talent to be used on a priority basis
  • COO Tech IT Management consultants typically work on relatively short engagements (max a couple of months)

Portfolio Managers

A small central portfolio management team will be formed that will steer and interact with the pool of Domain portfolio experts spread in the domains. The team will focus on providing 11 oversight on the CTO Portfolio, including:

Steer and guide the pool of ‘Domain portfolio experts’ spread in the domains

  • Domain portfolio experts are working in the domain and are overseeing the portfolio and backlog of the domain and underlying tribes.
  • Domain portfolio experts can ensure that everything follows the standards of the central portfolio management team

Facilitate transparency and insights into the product roadmaps and provider/consumers plans

Manage dependencies and enable transparency on change portfolio for global capabilities

Track and monitor global program health - Prepare input for CTO DEM

Process Experts

Process Experts will advise senior leadership in CTO on process improvements.

Requirements

Experience:

  • Minimum 15 years’ relevant senior-level professional experience required
  • Deep understanding of the change and transformation, Tech, delivery and ING
  • Working experience abroad is a plus

Skills:

  • Strong leadership skills
  • Strong program, consultancy and process management skills
  • Organisational sensitive with the ability to build trust with senior leadership
  • A naturally collaborative person, who listens and invests in others to achieve common goals and at the same time pushes, where needed, to achieve results
  • Excellent level of English, communication, and presentation skills

Education:

  • Master’s degree and relevant certifications
